Continued speeding up of economic growth rate with an aim to achieve an average annual growth rate of above 14%; shift of economic structures towards an increase of proportion of industry and service sectors and decrease of agriculture and forestry sectors; By 2010, GDP structures to be rescheduled as follows: construction of 40%, service of 35%, agriculture-forestry of 25%; promotion of advantaged industries, services, especially tourism services; continued development of agriculture and forestry towards commodity oriented production. 

    Taking full use of the province’s potentials; expansion of economic cooperation; creation of favourable conditions for different economic sectors to develop and actively integrate; creation of breakthroughs in such fields as socio-economic development planning, industrial development, transportation and communication, incentive policies for investment, administrative reforms; shift of rural economic structure; development of animal husbandry in close attachment with crop production for high economic returns; renovation of processing technologies to improve quality of agricultural produces and improve competitive capacity in the markets; amendment and finalization of investment encouragement policies to attract more investors to the province. 

    Making full use of the provincial inner resources; encouragement of development of different economic sectors; implementation of various industrial development projects; concentration on products of high competitiveness advantages; speeding up of socio-economic infrastructure development. 
    
    The ultimate goal of all the above mentioned orientations is to bring Tuyen Quang to be a province of balanced, stable and sustainable economic development towards industry - service - agriculture and forestry structures, and to build Tuyen Quang into a more beautiful and prosperous province where people’s comfort and happiness as well as the social equality, democracy and civilization are ensured, contributing to the cause of construction and defense of the Social Republic of Vietnam.
