Innovating Leadership and Direction in Parallel with Administrative Reorganization
The year 2025 marks a significant milestone for Tuyen Quang following the implementation of Resolution No. 1684/NQ-UBTVQH15 of the National Assembly Standing Committee on the rearrangement of commune-level administrative units and the establishment of specialized agencies after the provincial merger. Against the backdrop of an exceptionally heavy workload, high-quality requirements and tight timelines, the provincial People’s Committee has emphasized that anti-corruption, waste and misconduct prevention must be carried out in parallel with key political and administrative tasks. Accordingly, the Committee issued 29 directive documents instructing agencies and localities to strictly implement regulations and guidance from the central authorities and the provincial Steering Committee on anti-corruption, waste and misconduct prevention. The province also directed a comprehensive review of anti-corruption efforts in line with the Provincial Party Standing Committee’s plan, while requiring sectors and localities to assess and refine internal processes and regulations to strengthen preventive safeguards during the period of administrative reorganization. Based on these directives, agencies and localities issued 619 implementing documents, established reporting mechanisms, and closely monitored developments at the grassroots level, particularly issues related to the operation of the two-tier local government model.
Strengthening Legal Dissemination and Public Service Ethics
Legal dissemination has continued to be carried out extensively, in close connection with the implementation of the 12th Party Central Committee’s Resolution No. 4 and Directive No. 05-CT/TW on studying and following Ho Chi Minh’s ideology, ethics and lifestyle. Throughout the year, the province organized 6,621 legal dissemination sessions, attracting more than 426,770 participants. These efforts have significantly enhanced awareness among officials, Party members, civil servants, public employees and the public of the risks and harms associated with corruption, waste and misconduct.

Notable Achievements in Corruption Prevention
Enhancing transparency in sensitive sectors. Authorities at all levels continued to strengthen transparency in state management activities, particularly in sensitive areas such as land administration, mineral resources, public investment and social policies. Information has been publicly disclosed through official portals, posted at agency headquarters, and shared through online dialogues with citizens and businesses. Many agencies established hotlines and feedback channels to facilitate public oversight of public service delivery. Inspections of seven subordinate units found no violations of regulations on transparency.
Strict enforcement of norms, standards and entitlements. During the reporting period, agencies issued 447 new documents and amended three others concerning norms, standards and entitlements, while conducting 22 inspections and audits related to these matters. No violations were identified.
Compliance with codes of conduct and professional ethics. Heads of agencies continued to emphasize adherence to workplace culture regulations and a service-oriented mindset. Inspections of six units revealed no violations of codes of conduct or professional ethics.
Regulated rotation of work positions. A total of 210 cases of job rotation were carried out in accordance with prescribed timelines and job requirements. This measure plays a key role in preventing misconduct and fostering a healthy public service environment.
Substantive control of asset and income declarations. The 2024 asset and income declarations were implemented rigorously: all 83 required units completed the process, achieving a 100 percent compliance rate; 3,056 individuals submitted declarations, which were publicly disclosed in accordance with regulations and transferred to the competent verification authorities. The Tuyen Quang Provincial Inspectorate completed the verification of asset and income declarations for 44 individuals across eight agencies as planned.
Advancing administrative reform and cashless payments. In implementing Resolution No. 76/NQ-CP on administrative reform for the 2021–2030 period, the province accelerated the digitalization of procedures and data, strengthened inter-agency connectivity, maintained regular dialogues with businesses, and reviewed organizational conditions following administrative streamlining. All budget-funded units now pay salaries and benefits via bank accounts. The banking sector has coordinated with hospitals and providers of electricity, water and telecommunications services to expand cashless payment systems, helping to reduce direct contact and prevent harassment and misconduct.
Anti-corruption, waste and misconduct prevention continues to attract strong public attention, with the role of society increasingly reinforced. The Vietnam Fatherland Front and socio-political organizations have stepped up oversight and social feedback, while coordinating with authorities to address public complaints, petitions and denunciations. The press and media have proactively disseminated legal information and highlighted shortcomings, contributing to greater effectiveness in anti-corruption efforts across the province.
Under the leadership of the Provincial Party Standing Committee and the provincial Steering Committee on anti-corruption, waste and misconduct prevention, together with the concerted efforts of functional agencies, the province’s anti-corruption work in 2025 recorded clear and positive results. Preventive measures were implemented seriously and effectively; inspections and audits were strengthened; and corruption-related cases were handled promptly and transparently, reinforcing public trust. The establishment of the two-tier local government model did not disrupt anti-corruption efforts, but instead enhanced coordination among agencies.
Building on these achievements, Tuyen Quang has identified key priorities for anti-corruption, waste and misconduct prevention in 2026, including: (1) Strict enforcement of anti-corruption laws and the resolutions, programs and plans of the central and provincial authorities, with effective implementation of relevant programs through 2030; (2) Strengthening integrity education and fostering a culture of thrift, while enforcing the responsibility and exemplary role of leaders and linking individual accountability to anti-corruption outcomes; (3) Implementing comprehensive preventive measures, accelerating the development of e-government and digital government, tightening discipline and public service ethics, and preventing harassment in administrative procedures; (4) Focusing on the detection and strict handling of corruption cases, and improving the recovery of misappropriated assets; (5) Strengthening oversight of asset and income declarations of officials and civil servants; (6) Enhancing inspection and supervision, with timely corrective action against organizations and individuals showing negligence or violations; (7) Effectively implementing the national database project on asset and income declaration control; (8) Improving professional capacity for personnel engaged in anti-corruption work to meet the requirements of the two-tier local government model and the evolving context.
With strong and coordinated leadership, Tuyen Quang’s anti-corruption, waste and misconduct prevention efforts have delivered clear and tangible results, underscoring the province’s determination to build a clean, strong and accountable governance system. In 2026, guided by its defined priorities, the province will continue to promote innovation, integrity and transparency, striving to achieve its goal of becoming a well-developed, comprehensive and sustainable province in the Northern Midlands and Mountainous Region by 2030, as set out in the Resolution of the First Provincial Party Congress.
