As directed by the Chairman of the Provincial People's Committee, the Department of Agriculture and Environment shall take the lead, in coordination with relevant agencies and localities, in advising and effectively implementing central and provincial resolutions, programs, and policies on payment for forest environmental services. The department shall also review and propose the development or amendment of policies to support sustainable forestry development, the application of high technology, and the involvement of enterprises, cooperatives, and local residents. The land and forest allocation process and the issuance of forest land use right certificates must be completed thoroughly. Development funds for forestry shall be integrated and implemented in alignment with specific phases and projects. Subordinate units shall coordinate with relevant authorities to strengthen the management of forest plant varieties, replicate models of medicinal plant and non-timber forest product cultivation under forest canopies, and promote the adoption of new plant varieties and advanced technical procedures. Forest management and protection, as well as forest fire prevention and control, must be enforced rigorously, with strict penalties for violations in accordance with the law.
The Department of Finance shall take the lead in advising on the allocation of medium- and long-term public investment capital for forestry development programs and projects, prioritizing key, inter-regional, and cross-sectoral projects. It shall also work closely with the Department of Agriculture and Environment to inspect and supervise the use and settlement of allocated funds as prescribed.
The Department of Ethnic and Religious Affairs shall coordinate in proposing the allocation of funds from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas, linking sustainable forestry development with improving local incomes.
The Provincial Investment Promotion Center and the Management Board of Provincial Tourism Zones are tasked with promoting and attracting investment, especially from major economic groups, in eco-tourism, resorts, and adventure tourism projects in areas such as the Na Hang–Lam Binh Special National Scenic Site, Cham Chu Nature Reserve, and Tan Trao Special National Historic Site, maximizing the value of landscapes and forest resources.
Communal-level People’s Committees shall innovate production models, replicate successful practices, develop ecological and circular agroforestry economies, and strengthen cooperation in forest product marketing. They shall also proactively integrate various capital sources, identify priority projects, and mobilize legitimate non-budgetary resources for sustainable forestry investment.
Forestry enterprises and forest-owning organizations in the province shall be responsible for protecting and developing existing forest areas, conducting forest exploitation in accordance with legal purposes and regulations. They are encouraged to actively research and apply advanced technologies in the production and processing of value-added forest products, and to participate in sustainable forestry development initiatives aligned with the province’s strategic direction.
The Chairman of the Provincial People's Committee has requested that heads of departments, sectors, forestry enterprises, special-use and protection forest management boards, and communal-level People’s Committees strictly implement and fulfill all assigned tasks, thereby contributing to the successful realization of sustainable forestry development goals and positioning Tuyen Quang as a regional hub for high-tech forest product processing and production.
