The Provincial People's Committee has issued Plan No. 119/KH-UBND dated May 23, 2025, outlining key strategies to implement the Prime Minister's Directive 10/CT-TTg on promoting the development of SMEs. The initiative aims to transform the local business environment, enhance competitiveness, and remove bottlenecks that have hindered the sector’s potential.
SMEs, which account for over 98% of the province’s businesses, play a vital role in Tuyen Quang’s socio-economic landscape. They span diverse industries, create jobs for tens of thousands of workers, and contribute to social welfare initiatives. However, these businesses face significant challenges, including limited capital, weak competitiveness, and difficulties accessing technology and export markets. The majority—over 80%—are micro-enterprises with capital under 10 billion VND. Few hold registered trademarks or geographical indications, and their contribution to GRDP and state revenue, particularly in exports, remains modest.
Despite natural disasters and other challenges, Tuyen Quang achieved all 20 of its socio-economic targets in 2024, with GRDP growth reaching 9.04%. The year 2025 is seen as a pivotal moment, laying the foundation for a new phase of development, with the province targeting double-digit economic growth. SMEs are expected to be a driving force in this effort.
The action plan identifies several key measures to unlock SME potential:
Policy and Administrative Reforms: Departments and agencies will streamline procedures, aiming to reduce at least 30% of processing time and compliance costs in 2025. A shift from “pre-monitoring” to “post-monitoring” processes will be accelerated, ensuring transparency. The plan also requests advisings of key-law adjustments, including the Law on Enterprises and the Law on Supporting SMEs, to make them more practical and business-friendly.
Infrastructure Development: The province will fast-track the implementation of key infrastructure projects, including economic corridors and specialized industrial zones. Efforts will also focus on speeding up public investment disbursement, prioritizing projects that enhance regional connectivity.
Access to Finance: Authorities will continue the "Bank–Enterprise Connection" program, expanding credit access provisions for manufacturing, exports, digital transformation, green growth, and circular economy initiatives. Loan processes will be simplified, and interest rates lowered.
Human Resources, Digital Transformation, and Market Expansion: The plan emphasizes workforce training, enterprise management skills, and on-demand digital learning. Support for digital transformation, e-commerce, innovation, and emerging business models like AI and big data will be scaled up. Trade promotion activities, business matchmaking, and efforts to identify new export markets will also intensify.
Strengthening Business Associations: The provincial Business Association and Young Entrepreneurs Association will play a bigger role in connecting the business community, engaging in policy discussions, safeguarding members’ interests, and fostering a strong, ethical business culture.
The plan sets an ambitious target: By 2030, Tuyen Quang aims to have at least 4,500 enterprises, contributing significantly to sustainable development, raising incomes, and improving the quality of life for its residents.
