 Growth Amidst Challenges

The global economy’s slow recovery in the first half of 2025, combined with domestic factors such as natural disasters, floods, and droughts, as well as the pressures of fierce competition from integration, have posed difficulties for many sectors and localities. In this context, Tuyen Quang underwent a crucial turning point with its administrative merger and reorganization of the apparatus, which required a streamlined but effective and efficient system. These challenges forced the province to simultaneously address organizational stability, maintain business operations, and drive GRDP growth to meet the government's target of 8% or more.

Overcoming these difficulties, the province's GRDP for the first six months of 2025 increased by 7.29% compared to the same period last year. The economic structure has shifted positively, with the agriculture, forestry, and fisheries sectors maintaining a growth rate of 5.27%. Many orange, tea, and pomelo growing areas have adopted VietGAP and organic standards, gradually building a brand for clean agricultural products. Large-scale farm animal husbandry and the cultivation of specialty fish in rivers and lakes have developed strongly, contributing to increased value. The industrial and construction sectors grew by 7.43%, with several hydroelectric power plants and biomass energy projects becoming operational, making a significant contribution to national energy security. Transportation, healthcare, and education infrastructure continue to be invested in, creating a foundation for long-term development. The trade, service, and tourism sectors grew by 8.55%; the 2025 Tuyen Quang Tourism Year, along with traditional festivals, attracted millions of visitors, gradually turning tourism into a key economic sector. The import-export value reached $476 million, and activities at the Thanh Thuy-Thien Bao border gate have become more vibrant. These figures reflect the province's determination to break through and overcome difficulties.

Through the economic picture of the first months of the year, the province has clearly identified "bottlenecks," including the low performance of some key industrial sectors compared to the plan, and the difficulties faced by many small and medium-sized enterprises, with some even dissolving or temporarily suspending operations. The disbursement of public investment capital has not met requirements, especially for the National Target Programs. The site clearance for some projects has been slow, affecting construction progress. Furthermore, the impacts of climate change, natural disasters, and epidemics remain a constant threat to agricultural and forestry production. These challenges demand more flexible and decisive management from authorities and greater cooperation from businesses and the people.

Confidence in Growth Targets

To realize the 8.61% growth target for 2025, the province has developed a detailed plan for each quarter and each sector. It is focusing on solutions to stabilize the organizational structure post-merger: consolidating the two-level government system to ensure smooth, streamlined, and effective operations. Digital transformation in management and public service provision is a key task to enhance governance capacity.

The province is accelerating traditional growth drivers, with agriculture continuing to expand production areas under VietGAP and organic standards; building brands for oranges, tea, and pomelos; and developing value chains linked to processing and consumption. The industrial sector is focused on removing obstacles for businesses and expediting the progress of hydroelectric, renewable energy, and manufacturing projects. Tourism and services are being promoted with accelerated marketing and product diversification, developing ecological, resort, and cultural tourism, linked to the Dong Van Karst Plateau UNESCO Global Geopark and other highlights such as the Tuyen Quang Festival.

To achieve the growth target, Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, has requested that all sectors and localities focus on promoting the disbursement of public investment capital; reviewing and reallocating funds from slow projects to those with good disbursement capacity; and accelerating the progress of key projects. In terms of investment attraction, the province is committed to making administrative procedures public and transparent, accompanying businesses, and enhancing competitiveness. Industrial clusters like Phuc Ung 2 and Xuan Van will be fast-tracked to create clean land funds to attract investors. At the same time, the province is focusing on developing new drivers: promoting digital transformation and applying science and technology in management and production. It is also stepping up vocational training and improving the quality of human resources, especially high-tech labor. This is considered a "key" to unlocking new development spaces, helping the province integrate more deeply into the national and global digital economic flow.

To achieve socio-economic development goals, the province identifies a "key" point as the consensus of the entire political system and the people. Central and provincial resolutions and directives are being thoroughly understood and implemented in a timely manner, and concretized into practical action plans. Businesses are persistently seeking new directions and flexibly adapting to the market. The people are diligent and creative in production, while preserving their cultural identity and participating in the development of tourism and commodity agriculture. Every key project that is expedited, every OCOP product that is upgraded, and every effectively disbursed investment project is proof of the determination to realize the growth target.

From now until the end of the year is a period where the province will affirm a new impetus, creating a solid foundation for the 2026-2030 period. With the decisive leadership of the Party and government, and the support of businesses and the people, it is believed that the 8.61% growth target for 2025 will become a reality, opening up a new era of rapid and sustainable development for this traditional, potential-rich revolutionary land.
