According to the directive from the Chairman of the Provincial People's Committee, directors of departments and agencies, chairmen of district and city People's Committees, and heads of relevant agencies and units are required to uphold personal responsibility, focus on leadership, and promptly resolve difficulties and obstacles for businesses. It is strictly forbidden for businesses to be subjected to or required to pay informal fees during administrative procedures and activities involving state agencies.
All agencies and units must strictly rectify workers' conduct and service attitude. They must continue to effectively observe regulations on receiving and processing feedback and recommendations from citizens and organizations via hotlines, and rigorously address all violations that cause harassment or inconvenience to businesses.
Provincial departments, agencies, and district and city People's Committees are urged to promptly review, advise, and propose solutions to the Provincial People's Committee to enhance component indices of the Provincial Competitiveness Index (PCI) that have increased and to address those that have decreased, based on the 2024 PCI Report published by the Vietnam Chamber of Commerce and Industry (VCCI). They are also to continue reviewing and proposing to competent authorities the handling or abolishment of business conditions that violate legal regulations, as well as overlapping and unreasonable administrative procedures that hinder production and business activities, with a focus on the fields of: Taxation, customs, construction, environment, access to electricity, and online public services.
The Chairman of the Provincial People's Committee requires all sectors and localities to strictly implement integrated tasks and solutions according to Resolution No. 02/NQ-CP dated January 8, 2025, Resolution No. 66/NQ-CP dated March 26, 2025, of the Government, and the Provincial Plan No. 26/KH-UBND dated February 8, 2025. The province strives to achieve a GRDP growth target of 9.01% in 2025, aiming for a double-digit growth rate of 10.05%, and to fulfill socio-economic development plan targets for the 2021-2025 period, contributing to the national GDP growth target of 8% or higher.
