The Tuyen Quang Biomass Power Plant is located in Xuan Van Industrial Cluster, with an investment capital of over VND 2.938 trillion. Groundbreaking is scheduled for December 2025, with commercial operation expected in the first quarter of 2028. The project requires land clearance of nearly 20 hectares, affecting over 75 households. Local authorities and technical agencies are expediting site clearance procedures.
Chairman Ngoc affirmed that Tuyen Quang always prioritizes foreign relations and attracting investment to drive local development. He highly valued EREX as a major investor in the province, with a total investment of nearly VND 4 trillion (USD 157.5 million), contributing to economic growth and job creation.
He noted that the first Provincial Party Congress of Tuyen Quang (2025-2030) set ambitious economic targets, including annual budget revenue of VND 12 trillion. With one project already in operation and two more underway, EREX’s investments will significantly contribute to growth, employment, and fiscal goals.
Chairman Ngoc pledged that the province will provide the best possible legal and administrative support to expedite the two remaining projects, including the Tuyen Quang Biomass Power Plant. He called on EREX to maintain close coordination, promptly report difficulties, and propose solutions, so that provincial authorities can direct specialized agencies to address them.
Speaking at the meeting, Yasushi Saito congratulated the success of the First Provincial Party Congress and expressed his honor that EREX’s projects are contributing to the province’s development. He praised Tuyen Quang’s biomass potential, which underpins the company’s decision to invest locally. He requested further provincial support in resolving project challenges and highlighted the importance of developing efficient biomass collection solutions for plant operations.
Saito added that EREX will work with the Ministry of Industry and Trade and Vietnam Electricity (EVN) regarding biomass power sales. He noted that large-scale biomass power projects demand substantial capital, and EREX Japan is arranging financing. He expressed confidence that with provincial support, issues of land clearance and legal procedures will soon be resolved, allowing projects to move forward. With strong biomass resources and proactive leadership, biomass development in Tuyen Quang will accelerate, contributing to socio-economic growth and creating jobs.
Standing Vice Chairman Nguyen Manh Tuan emphasized that land clearance, compensation, and resettlement (if needed) are the greatest challenges. He urged departments, agencies, and Xuan Van Commune to explore optimal solutions to complete site clearance promptly.
Representatives of provincial departments and Xuan Van Commune reported on the progress of legal procedures, compensation, and challenges, and discussed coordination with EREX to resolve issues and advance the project.
EREX Tuyen Quang Biomass Power Company requested provincial support for external infrastructure, as well as permits related to groundwater use and environmental impact assessment.
At the close of the meeting, Chairman Ngoc reaffirmed the province’s commitment to expedite site clearance. He assigned the Land Development Center to coordinate with Xuan Van Commune and directed relevant agencies to complete legal procedures as quickly as possible, ensuring the project can begin construction in December 2025. He also urged the company to review wastewater treatment plans to guarantee compliance with environmental standards and to work promptly with the Ministry of Industry and Trade and EVN on biomass power purchase agreements.
