On the afternoon of August 8, at the headquarters of the Tuyen Quang Provincial People’s Committee, Hoang Gia Long, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, held a working session with a delegation from the Asian Development Bank (ADB) led by Hideki Matsuda.

The Prime Minister has approved the Project Proposal on “Developing Climate-Resilient Infrastructure to Support Production for Ethnic Minority Communities in Ha Giang Province”, to be funded by an ADB loan, under Decision No. 1062/QD-TTg. The managing agency is the Tuyen Quang Provincial People’s Committee. The project owner is the Tuyen Quang Foreign-Funded Project Management Unit. The proposed donor is the Asian Development Bank (ADB). The total investment is VND 3,417,036 million (equivalent to USD 144,758,989), comprising ADB loan capital and counterpart funding.
The specific objectives of the project are to upgrade and rehabilitate road transport systems to improve regional connectivity, with a total length of about 105.15 km, covering Provincial Roads 177, 178, and 184 (Ha Giang City – Dong Tam – Kim Ngoc) and the Ngoc Minh – National Highway 34 route. The project will also construct two new multi-purpose reservoirs and related headworks, with a total capacity of approximately 0.9 million m³, serving the domestic and production needs of about 20,000 ethnic minority residents in the former Ha Giang area, now part of Tuyen Quang province.

The project aims to strengthen capacity and provide technical support to stakeholders in the project area to improve livelihoods for indigenous communities, encourage private sector participation, enhance climate change resilience and disaster risk management, improve forest and water resource management, reduce carbon emissions, and move toward a green economy.
Hideki Matsuda, head of the ADB delegation, said a preliminary survey had been conducted and expressed support for this important project. ADB will carry out more detailed technical surveys and is committed to providing favorable loan conditions as well as seeking non-refundable aid for the project. He noted that the delegation is particularly concerned with resettlement, environmental aspects, efficiency, safety, and sustainability, and emphasized that the primary beneficiaries will be ethnic minority communities. Matsuda expressed hope that the project could commence in 2027 and recommended that the province establish an expert advisory group to conduct in-depth assessments of each component and subproject.

Speaking at the meeting, Vice Chairman Hoang Gia Long agreed with the ADB delegation’s recommendations on the three project components. The province has tasked relevant agencies to coordinate with national research institutes and leading experts in transport and irrigation to carry out thorough surveys and assessments before construction, especially for the two multi-purpose reservoirs in the northern highland communes of Tuyen Quang. The province hopes the project will be implemented effectively, economically, and with high practical value. The Vice Chairman instructed all relevant departments and agencies to take on board the ADB delegation’s recommendations and ensure the project delivers tangible benefits to ethnic minority communities.
