Synchronized Infrastructure as a Foundation for Change
During the 2020-2025 tenure, Tuyen Quang mobilized and effectively utilized investment resources, concentrating on strategic breakthroughs and core tasks. The province advanced decentralization, allocated capital to major projects with regional impact, and avoided scattered investment.
The focus on transport, urban, and IT infrastructure has delivered outstanding results, improving socio-economic systems. Notable achievements include completion of the Tuyen Quang-Phu Tho Expressway linking with the Noi Bai-Lao Cai Expressway; construction of the Tuyen Quang-Ha Giang Expressway (phase 1); and other major works such as the Ho Chi Minh Road section Cho Chu-Trung Son, the route from Ba Be Lake to Na Hang hydropower plant, provincial roads DT.177, DT.178, DT.183, and the connector from My Lam Hot Spring Resort to National Highway 2D.
At the same time, the province completed and is implementing the Tuyen Quang Master Plan for 2021-2030 with a vision to 2050, laying an important foundation for long-term development.
Information technology infrastructure has also advanced: 100% of state agencies now use video conferencing systems connecting central to grassroots levels. The Intelligent Operations Center (IOC) is in operation, enhancing management and emergency response. Telecom systems have been upgraded, with fiber optic internet now available in all commune and ward centers.

Regional Connectivity, Toward Green and Sustainable Growth
For the 2025-2030 tenure, Tuyen Quang aims to maximize its potential, advantages, and development space to achieve rapid, sustainable growth; ensure social security; and improve living standards. By 2030, the goal is to become a relatively developed province with an upper-middle income; by 2045, a fully developed, high-income, self-reliant, and prosperous province. One strategic breakthrough is building modern socio-economic infrastructure, especially in transport, technology, urban development, and industrial clusters.
The province will focus on developing integrated, modern, and well-connected infrastructure, especially transport, urban, digital, and tourism systems. Development will align with the new administrative model of two-tier local government. Adjustments to the provincial master plan and sectoral plans will emphasize green, distinctive, and sustainable growth, optimizing local resources while leveraging central support and external capital.
Growth will be based on five pillars: (1) Transport infrastructure; (2) Distinctive tourism with high-quality services, positioning Tuyen Quang as a safe, attractive, and sustainable destination; (3) Branded agricultural and specialty products; (4) Border trade and commerce.
Stronger regional cooperation with provinces in the Northern Midlands and Mountains, the Red River Delta, and Yunnan and Guangxi (China).
Hoang Gia Long, Standing Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, stated that to realize these goals, the province is mobilizing and combining resources to accelerate construction of key projects: the Tuyen Quang-Ha Giang Expressway (phases 1 and 2, extending to Thanh Thuy International Border Gate), the CT.12 connector linking Hanoi-Lao Cai to Ha Giang, and other projects with broad regional impact. The province also prioritizes rural roads connecting production to markets, rest stops, bus stations, and parking areas for urban centers, industrial parks, and tourist sites — moving toward green, sustainable transport.
In urban development, efforts are focused on upgrading infrastructure, expanding green spaces and ecological lakes, and ensuring harmonious landscapes. Digital infrastructure is prioritized for remote, mountainous, and border areas, targeting 100% electrification and full mobile coverage for all villages. The province also seeks to apply artificial intelligence, big data, and blockchain in governance and development.
With strong political will and clear strategic orientation, Tuyen Quang is steadily advancing its infrastructure breakthroughs. Modern, synchronized infrastructure projects are not only transforming the province’s landscape but also strengthening its position and paving the way for a green, sustainable, and prosperous future.
