This consolidation, creating a province spanning over 13,700 square kilometers with a population nearing 1.9 million, is not merely an administrative reshuffle but a deliberate move to forge a new growth pole. Despite the complexities of such a transition, the unified Tuyen Quang is committed to maintaining its economic momentum, setting an ambitious GRDP growth target of 8% or higher.
Public investment is at the core of this ambitious plan, identified as a key driver for high and sustainable growth. Tuyen Quang has demonstrated this commitment through strong capital allocation and disbursement efforts. In the first four months of 2025, the province successfully disbursed 31.08% of its public investment capital, ranking 7th nationwide. This swift action, accompanied by clear directives, specific responsibilities for all departments and investors, and robust progress monitoring, has been crucial in realizing growth targets amidst the administrative reorganization.
"The objective after the merger isn't just to add up numbers from the two localities, but a comprehensive re-engineering process to create new dynamism," stated Mr. Van Dinh Thao, a member of the Provincial Party Committee's Standing Board and Director of the Department of Finance. He underscored the province's focus on cultivating a transparent and open investment environment to attract both domestic and international enterprises. The goal is a 100% disbursement rate for public investment, with funds prioritized for critical infrastructure projects and high-connectivity initiatives. Notable ongoing and planned projects include the road from Tuyen Quang city center to My Lam Hot Spring Tourist Area, the Son Duong - Tan Trao town road, and an infrastructure development project for production adaptable to climate change in mountainous and midland ethnic minority areas.
The province is also charting clear strategic directions across key sectors:
Infrastructure: Significant investment is earmarked for transport, particularly the Tuyen Quang - Ha Giang expressway, to enhance regional connectivity.
Regional Linkages: Efforts are being made to promote regional integration and build value chains for distinctive local products.
Digital Infrastructure: Robust development of digital infrastructure aims to boost overall connectivity.
Tourism: Recognizing tourism as a "smokeless industry," the province is investing heavily to develop unique products and establish a distinct tourism brand.
In 2025, the industrial sector is set to lead, targeting a 16.7% increase in production value. Mr. Hoang Anh Cuong, Director of the Provincial Department of Industry and Trade, highlighted the merger as an opportunity for new growth. The industry will prioritize completing industrial infrastructure and attracting strategic investors into high value-added sectors like processing, manufacturing, and renewable energy, aligning with the province's circular economy and green growth strategies.
The trade sector is implementing comprehensive solutions to stimulate domestic consumption and expand markets. This includes developing modern commercial infrastructure, extensively applying digital transformation and AI in goods distribution, and promoting e-commerce models like livestream selling. Furthermore, the focus is on trade promotion, inter-regional trade connections, border economic development, and expanding markets for local specialties and OCOP products.

Agriculture aims for increased production value, expanding concentrated production areas under VietGAP, GlobalGAP, and organic farming standards. It will also foster cooperatives and sustainable production-consumption linkages.
Tourism is a pivotal sector, with plans to develop highly competitive, distinctive products. The province is investing in elevating the Thanh Tuyen Festival to an international event to boost its image and attract visitors, alongside intensifying tourism socialization efforts to mobilize diverse resources for infrastructure and service development.
The new provincial entity, formed by the merger, is expected to become a new growth pole for the northern midland and mountainous region. At its first post-merger meeting, the Provincial Party Committee emphasized the need for collective wisdom in developing pragmatic development orientations. The province is committed to consistently pursuing its political, socio-economic, and national defense-security objectives without interruption during the transition.
To achieve these goals, all levels and sectors are tasked with proactively resolving challenges in public investment projects and attracting non-state budget investments. Administrative reform and digital transformation remain central to governance, alongside effective social security policies and sustainable poverty reduction programs to improve citizens' quality of life.
Provincial Party Secretary, Mr. Hau A Lenh, expressed confidence that the larger scale and enhanced unity post-merger will empower the province to successfully achieve its set targets, ensuring sustained growth and development in the coming period.
