Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, delivering the his remarks
In his opening address, Chairman Phan Huy Ngoc affirmed that the private sector is the pivotal engine for Tuyen Quang to achieve its 2030 strategic milestones: aiming for double-digit growth, reaching a budget revenue of 12,000 billion VND, and an average per capita income of 95 million VND per year. To meet these expectations, he emphasized: Tuyen Quang has chosen the path of openness and decisive action, measuring the government's effectiveness by its service to the business community. The province commits to spearheading administrative reforms, perfecting infrastructure, and issuing specialized policies to roll out the red carpet for investors.
According to the Provincial People's Committee report, the province has approved investment policies and granted registration certificates to 819 non-budget projects with a total registered capital exceeding 147.6 trillion VND. This includes 722 projects outside industrial zones (88.15%) and 97 projects within industrial and economic zones (11.85%). To date, 533 projects have been completed and put into operation, representing 64.7% of the province's total portfolio. The robust attraction of non-budget capital has significantly eased pressure on the State budget, thereby serving as a sustainable socio-economic lever for the locality.

Investors attending the meeting
FDI enterprises and investors proposed several breakthrough solutions for Tuyen Quang, focusing on three pillars: prioritizing high-tech and clean production; diversifying transportation infrastructure (waterways and aviation) to bolster competitive advantages; and building sustainable supply chains through corporate linkages. Simultaneously, the business community urged the province to be more decisive in unclogging bottlenecks related to land and investment procedures - creating a "clear corridor" for early project implementation.
Concluding the session, Chairman Phan Huy Ngoc expressed his appreciation for the candid insights shared by corporate groups. He emphasized that Tuyen Quang will remain aggressive in administrative reform, providing the best possible conditions for businesses under the spirit of transparency, facilitation, and service. Provincial leaders stand ready to listen to and resolve investor concerns with a partnership-driven mindset, looking forward to the swift deployment of FDI projects in the region.
