Promoting Economic Diplomacy to Help Achieve Growth Targets

On the evening of July 22, Mr. Pham Minh Chinh, Prime Minister, chaired a conference with heads of Overseas Vietnamese missions to discuss enhancing economic diplomacy efforts to help achieve the economic growth targets for the second half of 2025 and lay the groundwork for double-digit growth in the following period.

Mr. Hoang Gia Long, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, chaired the local session, joined by leaders of relevant departments and sectors.

The hybrid conference was held both in-person at the Government Headquarters and virtually with over 90 Vietnamese diplomatic missions worldwide, as well as People’s Committees of centrally governed provinces and cities.

At the Tuyen Quang endpoint, Mr. Hoang Gia Long, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People’s Committee, chaired the local session, joined by leaders of relevant departments and sectors.

The conference highlighted that amid complex and unpredictable global and regional developments - and a domestic environment marked by both opportunities and challenges - under the leadership of the Party Central Committee, the Politburo, and the Secretariat led by General Secretary, Mr. To Lam, the Government and the Prime Minister have directed ministries, agencies, and localities to closely monitor the situation, respond promptly, and proactively implement measures to strengthen diplomatic, political, defense-security, economic, trade, and investment relations, especially with major countries.

In the first six months of 2025, nearly 50 high-level external affairs activities were conducted, resulting in the upgrading of relations with 10 countries and the signing of 253 cooperation agreements - double that of 2024 - with a strong focus on economic, trade, investment, and science-technology cooperation. Overseas Vietnamese missions carried out nearly 300 economic diplomacy activities, including trade, investment, and tourism promotion. They also supported over 150 promotional events organized by localities domestically and overseas and facilitated the signing of 30 cooperation agreements between Vietnamese provinces and international partners.

These diplomatic efforts have contributed to maintaining Vietnam’s positive socioeconomic momentum. In the first half of 2025, GDP growth reached 7.52% - the highest in the past 15 years, topping ASEAN and ranking among the world’s leaders. Macroeconomic stability was preserved, inflation kept under control, and growth was effectively promoted with key balances ensured. Exports rose significantly, with a trade surplus exceeding USD 7.6 billion. Registered FDI reached over USD 21.5 billion, up more than 32.6% - the highest in 15 years. Realized FDI hit USD 11.7 billion, up 8.1%. International tourism remained a bright spot, with a 20.7% increase in foreign arrivals.

In his concluding remarks, Prime Minister Pham Minh Chinh conveyed the greetings, regards, and best wishes of General Secretary To Lam and other Party and State leaders to ambassadors, heads of Vietnamese missions, and delegates attending the conference.

The Prime Minister emphasized the critical role of economic diplomacy in implementing Resolution No. 59 of the Politburo on international integration and other key Party and Government resolutions.

He urged Vietnamese missions abroad to thoroughly grasp developments in host countries, provide timely analysis and advice to prevent strategic surprises, and contribute to fostering a peaceful, cooperative, and development-friendly international environment. These efforts aim to achieve the national growth target of 8.3–8.5% in 2025 while pursuing an independent and self-reliant foreign policy of diversification and multilateralization - being a good friend, trusted partner, and responsible member of the international community for peace, cooperation, and development.

Reaffirming economic diplomacy as the centerpiece of Vietnam’s foreign affairs in the new era - as directed by General Secretary To Lam - the Prime Minister instructed missions to foster economic linkages, connect Vietnamese enterprises with international markets, accelerate the signing of free trade agreements agreed upon at the highest levels, and attract talent and high-quality human resources. He also called for more effective engagement with overseas Vietnamese experts, particularly in science, technology, and innovation, to support national modernization and development.

The Prime Minister directed ministries, sectors, and overseas Vietnamese missions to prioritize growth, revitalize traditional growth drivers, and vigorously develop new ones. He highlighted the need to promote both outbound and inbound investment, particularly in high-tech, innovation, digital transformation, semiconductors, AI, cloud computing, and the Internet of Things.

Recognizing that the 8.3–8.5% growth target for 2025 is highly ambitious and challenging, but not unattainable, Prime Minister Pham Minh Chinh called on all ministries, sectors, localities, enterprises, associations, and diplomatic missions to work in close coordination, overcome difficulties, and effectively implement economic diplomacy to fulfill this year’s growth objectives. These efforts will create momentum, strength, and readiness for the country to confidently move into a new era.
