Resolution 59 – A Breakthrough Decision
Resolution 59-NQ/TW is not merely a continuation of previous foreign policy orientations but marks a turning point in both thinking and action. It emphasizes a shift from primarily extensive integration to in-depth, comprehensive integration across all fields - from politics, economy, national defense, and security to culture, society, and science and technology.
Its goal is to mobilize and effectively utilize all external resources in combination with internal strengths to create comprehensive national power. The ultimate aim is to successfully achieve the country’s development targets by 2030, with a vision to 2045, and to raise Viet Nam’s stature and credibility on the international stage.
Thoroughly grasping the spirit of Resolution 59, the Party Committee of the Provincial People’s Committee has tasked the Department of Foreign Affairs with continuing to advise the province on expanding and improving the effectiveness of external activities, ensuring unified leadership by the Party, State management, and close coordination among Party diplomacy, State diplomacy, and people-to-people diplomacy. The province is actively deepening existing partnerships for tangible results, establishing and expanding relations with new partners, shifting from “perfunctory integration” to substantive and effective integration, focusing on internal capacity, and enhancing the ability to seize opportunities and adapt to challenges.
Specifically, the province will maintain relations with traditional, friendly partners and deepen cooperation with Xieng Khouang and Phongsaly provinces (Laos), Boeun District, Chungcheongbuk Province, and Anseong City (Republic of Korea), as well as Wenshan district, Yunnan Province, and the Guangxi Zhuang Autonomous Region (China); Benguet Province (Philippines); and Moriya City (Japan). At the same time, it will connect and expand cooperation with several localities and partners in Europe and Northeast Asia, such as Imsil County, Jeonbuk Province (Republic of Korea), and the Lohmen and Zehna regions, Gustrow-land District, Mecklenburg-Vorpommern State (Germany)…
Recognizing the potential of culture in fostering mutual understanding and people-to-people diplomacy, Tuyen Quang values “soft power” as a lever, focusing on developing the Thanh Tuyen Festival into a national and international brand, organizing the Buckwheat Flower Festival, and hosting international culinary festivals in connection with promoting the culture, people, and landscapes of the northernmost highlands of Viet Nam, particularly the UNESCO Global Geopark Dong Van Karst Plateau. These efforts aim to attract more international visitors for exploration and experience.
On the foundation of its traditional culture and magnificent landscapes, tourism is set to become a key economic sector. In 2024, the province welcomed more than 400,000 international visitors. Mr. Nguyen Trung Ngoc, Member of the Provincial Party Executive Committee and Director of the Department of Culture, Sports, and Tourism, affirmed: Resolution 59 opens a new chapter in national development. This is an opportunity for the sector to seek new partners to promote ethnic culture and natural landscapes, attracting tourists and investors to Tuyen Quang.
International Economic Integration as the Focus
From a predominantly agricultural, self-sufficient province, Tuyen Quang has in recent years actively partnered with numerous international partners to advance its socio-economic development goals. The province is now home to nearly 350 foreign-invested projects with capital totaling hundreds of millions of US dollars. These projects have consumed local raw materials and created thousands of jobs for local residents. In 2024, the province’s exports were estimated at nearly USD 500 million, with tea, plywood, antimony ore, cassava starch, veneer, and fresh agricultural products accounting for a significant proportion and showing growth in export value.
At a meeting with the China Pacific Construction Group in late July 2025, Provincial Party Secretary, Mr. Hau A Lenh, emphasized that Tuyen Quang places great importance on international integration in the new context, with economic integration at its core. The province is focusing on: Regional connectivity, particularly expressways, reducing travel time from Hanoi to the Thanh Thuy International Border Gate in Tuyen Quang to about three hours; infrastructure development for new urban areas and industrial zones; tourism economy; border economy; and key export products. In line with the Politburo’s resolution on promoting private sector development, the province is committed to facilitating investment and has tasked relevant agencies to coordinate in attracting major, experienced foreign corporations to invest in the province.
Mr. Nguyen Trung Thu, Member of the Provincial Party Executive Committee and Director of the Department of Foreign Affairs, stated: The implementation of Resolution 59-NQ/TW in Tuyen Quang is not only a political task but also an inevitable path to unlocking the province’s full potential for rapid and sustainable development. By comprehensively, proactively, and creatively enhancing external relations, Tuyen Quang is opening a new chapter, ready to embrace major opportunities and contribute to the national aspiration for a strong and prosperous Viet Nam - and a thriving province.
Between 2020 and 2025, the Department of Foreign Affairs advised and authorized 138 delegations with 904 officials to participate in exchanges, study tours, surveys, and working trips abroad; and coordinated the reception of 543 delegations with 3,349 foreign visitors for official visits and working sessions in the province. Immediately after the provincial merger, provincial leaders met with the China Pacific Construction Group and the Asian Development Bank (ADB), underscoring the emphasis on strengthening external affairs. The management of outbound delegations has become more orderly, contributing to improved effectiveness of the province’s foreign affairs work.
According to the Department of Foreign Affairs, after the merger, Tuyen Quang’s position has been further elevated, creating an attractive and reputable environment for investors and donors. The province will continue to maintain and accelerate the tasks and solutions set out in its international integration strategy, while proactively and flexibly adjusting and redirecting external activities to suit local realities.
The province is also stepping up information dissemination and forecasting, closely monitoring global, regional, and domestic developments to advise the Provincial Party Committee, People’s Council, and People’s Committee on effectively implementing foreign affairs tasks, particularly in enhancing state management of border affairs.
