In 2025, Tuyen Quang stands at a pivotal moment. The province has completed its five-year socio-economic development plan while simultaneously implementing an administrative streamlining process mandated by the Politburo. Despite global uncertainties and shifting geopolitical dynamics, Tuyen Quang has not only maintained the momentum of its external relations but delivered a series of notable achievements. These efforts have strengthened regional stability, enhanced economic cooperation, and deepened the province’s international engagement.

Proactive Leadership in Foreign Affairs Coordination

From the beginning of the year, the Provincial Party Committee and the People’s Committee issued a series of strategic directives to translate Vietnam’s foreign policy orientation into concrete provincial actions. Key documents - such as the provincial plan for implementing Resolution 59 on international integration, the external communications strategy, and the investment promotion program - have been rolled out consistently across all administrative levels.

Government departments and agencies have been instructed to adopt a proactive and disciplined approach: Tightening oversight of outbound and inbound delegations, expanding partnerships, strengthening content review of international cooperation proposals, and ensuring that all agreements comply with national regulations. As a result, Tuyen Quang’s external relations framework has become more coordinated, professional, and effective.

Expanded International Engagement Through Delegations and Partnerships

Throughout 2025, the province approved 79 outbound missions and welcomed 189 international delegations - from embassies and global organizations to foreign enterprises and long-standing partner regions.

Relations with China’s Yunnan Province and Guangxi Zhuang Autonomous Region were particularly active this year, coinciding with the 75th anniversary of Vietnam–China diplomatic ties. High-level exchanges, border study tours, and working sessions have strengthened mutual trust and deepened sub-national cooperation.

The province also signed 27 new agreements in agriculture, education, health, culture, tourism, and cross-border trade, laying the groundwork for broader, long-term collaboration with international partners.

Economic Diplomacy Drives Strong Growth

Tuyen Quang’s economic diplomacy saw a breakthrough year. Total trade volume reached USD 982.41 million, nearly doubling year-on-year. Exports alone surpassed USD 790 million, an increase of more than 130 percent, reflecting the rising competitiveness of local industries and products.

Foreign direct investment grew steadily, with three new FDI projects totaling over USD 144 million. Alongside this, 53 ODA and NGO-funded projects were implemented, channeling more than USD 4.5 million into climate-resilient infrastructure, rural development, healthcare, and education.

Tuyen Quang’s active presence at major regional and global events, such as ASEAN Future and the “Meet Korea” and “Meet Japan” forums, helped showcase its economic potential and enhance its profile among international investors.

Cultural Diplomacy Elevates Tuyen Quang on the World Stage

Cultural diplomacy became one of the province’s strongest highlights in 2025. Tuyen Quang organized and participated in major international events including the Imsil Cheese Festival in Korea, the Anseong Machum Namsadang Baudeogi Festival, the 11th UNESCO Global Geoparks Conference in Chile, and the International Day of Yoga.

At home, vibrant local festivals, such as the Buckwheat Flower Festival, Khau Vai Love Market, and the “Running on the Happiness Road” International Marathon, continued to attract global attention. Visitor numbers reflected this momentum, with more than 427,000 international arrivals recorded in 2025.

A landmark achievement came when Tuyen Quang received the World Tourism Association’s Victory Cup for the category: “UNESCO Global Geopark: Dong Van Karst Plateau, Tuyen Quang, Vietnam – World’s Leading Cultural Destination 2025.” This international recognition marks a major leap forward for the province, affirming the unique cultural and geological value of the Dong Van Karst Plateau following administrative consolidation.

Strengthening Border Cooperation and Ensuring Stability

Border management remains a priority for the province. Tuyen Quang’s authorities and their Chinese counterparts have maintained close coordination through joint patrols, regular communication channels, and timely responses to issues arising along the shared border. This cooperation has helped safeguard security, uphold legal compliance, and maintain a stable environment for trade and travel.

Cross-border labor management has also improved, with 8,068 workers legally dispatched to Yunnan’s Wenshan Prefecture, creating stable incomes and enhancing livelihoods in border communities. Educational exchanges, scholarship programs, and personnel training initiatives continue to reinforce mutual support and development across the border regions.

People-to-People Diplomacy Strengthens Regional Ties

Tuyen Quang’s people-to-people diplomacy has flourished, with the Vietnam-Laos, Vietnam-China, and Vietnam-Thailand friendship associations playing an active role in cultural and social exchanges. The province also co-hosted the 2025 Vietnam-China Year of People-to-People Exchanges, drawing strong participation from both sides and fostering goodwill along the border.

Grassroots partnerships between communities on both sides of the border, through commune-to-township twinning programs, have helped promote shared development, poverty reduction, and cultural exchange.

A Confident Step Toward Deeper International Integration

Tuyen Quang’s achievements in 2025 demonstrate its commitment to implementing the Communist Party of Vietnam’s foreign policy and advancing national diplomatic priorities. From political and economic diplomacy to cultural outreach, border cooperation, and people-to-people engagement, the province has achieved comprehensive and meaningful progress.

As Tuyen Quang moves into the next phase of integration and development, it stands out as a dynamic and forward-looking province, an emerging model of how local governments can contribute to Vietnam’s broader foreign affairs strategy in an increasingly interconnected world.
